Background

The NEC for the Medical and Allied Industry was formed by the Medical Professions and Allied Workers Union of Zimbabwe (MPAWUZ) and the Medical and Allied Employers Association (MEAZ). It was registered on 28 August 2012. Registration of the NEC was spearheaded by PHAZ, before being taken over and concluded by MEAZ.

After registration of the NEC, an all-stakeholders meeting was held on 10 December 2012 and made resolutions that led to the opening of the NEC offices, hiring of the secretariat and crafting of the Collective Bargaining Agreement. The NEC opened its offices in January 2013 with the blessings of the All Stakeholders Meeting Resolutions.

NEC Medical also has the role of considering and regulating, in accordance with the provisions of the Labour Act, matters of mutual interest between employers and employees. It is also responsible for preventing and settling disputes in the industry through establishment of industrial relations systems at all operational levels.

While all employers and employees in the medical industry are legally required to be members of NEC Medical, there are innumerable benefits to membership, beyond the requirement of the law. Below are some of the benefits to the employers and employees

Benefits to employers

1. NEC Medical provides employers with an opportunity to contribute towards labour issues that are of mutual interest and benefit for the conclusion of the Collective Bargaining Agreement for the industry.

2. NEC Medical provides employers with a platform to share ideas, challenges and possible solutions and to also lobby government and other stakeholders in the medical sector.

3. It also allows employers to negotiate conditions of employment and other industrial relations matters thereby ensuring harmonious work relations in the medical industry.

4. NEC also coordinates training and educational seminars for employers and employees on labour issues.

5. NEC also allows provision for relief to employers in cases of operational challenges/Exemptions.

6. Employers also receive constant updates on any new legislation or key developments on industrial relations through circulars and Designated Agents’ workplace inspections.

7. NEC provides employers with advice on labour related issues as well as amicable settling of Labour disputes.

Benefits to employees

1. NEC Medical protects employees’ rights in the workplace, particularly against unfair labour practices, unfair dismissal and other unlawful conduct by their employers.

2. It also ensures workplace democracy by enforcing the establishment of Workers’ Committees and Works Councils.

3. It also provides employees with a platform for negotiating conditions of employment including wages.

4. It is the mandate of the NEC to provide training on Labour laws and other industrial relations issues to Workers’ Committees and Works Councils.

5. NEC Medical assists employees in the amicable resolution of labour disputes.

6. Industrial inspections by the NECs’ Designated Agents ensures employers’ adherence to the operative employment conditions of the industry

7. NEC gives advice to all employees on all labour related issues.
